Rules & Regulations

The individual who wants the permit/certificate or the legal agent must be available in person.
The company’s agent must be available with the driver.
Permit holders need to pay all the traffic fines before getting the permit.
Whoever will be driving the vehicle apart from the owner has to provide their driving licence, although the original owner and the vehicle driver should be present themselves.
For GCC nationals and residents, an eNOC from the ATCUAE is mandatory if the permit holder wishes to drive on the outskirts of GCC.
Anyone wishing to transport their vehicle through any shipping company should submit a copy of the shipping company trade licence.
To apply for the permit, an NOC is required from the original owner if the vehicle is mortgaged, or the applicant must electronically release the mortgage.
If the registered vehicle’s number plates are consulate plates, the Ministry of Foreign Affairs should provide an NOC and contact the Customer Happiness Centre—Deira.
Citizens who want to travel in their transportation to any GCC countries do not require an eNOC from the ATCUAE or a Tourism Permit from RTA. However, residents must attain an eNOC from the ACTUAE and a Tourism Certificate from RTA.
